The “World Youth Day” contract — Design-Construction of the rehabilitation of the Beirolas Landfill within the Tejo-Trancão Inter-Municipal Park — has the following objectives:

- Comprehensive rehabilitation of the Beirolas Landfill infrastructure, with works on biogas extraction wells, biogas transport networks, compressed-air networks and leachate drainage networks. Refurbishment of the existing biogas control, suction and flaring system at the Beirolas WWTP.

- Modelling of the North faces (with a small E-W berm) and Northeast (area of the experimental nurseries from Expo 98) of the landfill, based on adapting them for the event — providing the necessary conditions for pilgrim circulation and stay, while simultaneously maximising visibility to and from the stage and altar.

- Construction of a network of paths to support World Youth Day, both for the distribution of pilgrim accommodation areas and for pedestrian and vehicle circulation needed for event preparation, set-up, running and dismantling, as well as emergency rescue and evacuation routes.

- Installation of infrastructure for telecommunications and electrical networks.

- Installation of a sewage drainage network for use during the event.

- Installation of a herbaceous ground cover to improve bioclimatic comfort during the event — both through reduction of ground-level temperature and through dust release control under the typically windy conditions of summer evenings in the area.

- Construction of a pre-loading embankment to prepare the landfill area that will receive the larger structures at the Altar and Stage, plus construction of the foundation base for assembly of the altar/stage structure.

- Construction of the foundation for the future Tejo-Trancão Inter-Municipal Park, a project to be developed after the World Youth Day event, in partnership between the municipalities of Lisbon and Loures.
